This complex project involved both new construction and extensive renovations to a fully-secured facility that housed inmates awaiting deportation. The holding centre remained open and operational during construction and additional security measures and processes were enacted further complicating the project.
The project was divided into multiple phases and involved numerous stakeholders (Canada Border Services Agency (CBSA), Immigration and Refugee Board of Canada (IRB), Parkin Architects and Corbel Management Corp.
A new 3-storey, above grade tower with basement (21,000 SF) was constructed, providing new office space, a nurses’ station, archive room, security office and accommodation for 60 inmates. Adjacent to the three-storey tower a new one-storey outdoor sally port (4,500 SF) was built providing interior office space for the CBSA, changing quarters for security guards and three jail cells. A new one-storey 4,000 SF state- of-the-art kitchen was erected next to the sally port. A new 3,500 SF addition was added to the entrance of the facility, providing a new reception area for both government agencies, common areas and secured interview rooms.
Renovations included the demolition of the existing kitchen area and construction of 12 individual interview and hearing rooms, multiple washrooms and refurbishment of existing elevators.
The project was completed on-time and on budget. Discussions are now commencing to initiate further expansion to the facility.
